Lord Dear Kt QPM DL

Chairman

Lord Dear was HM Inspector of Constabulary from 1990-97, responsible to the Home Secretary for the 10 north-western police forces (a total complement of 40,000 and a combined budget of £1.2 billion ). His national functional responsibilities were the police interface with the Criminal Justice System, drugs, crime prevention and detection, Regional Crime Squads and criminal intelligence. Lord Dear was awarded the Queen’s Commendation for Bravery in 1979, the Queen’s Police Medal for Distinguished Service in 1981 and was invested Knight Bachelor in 1997. Lord Dear is Chairman of three other companies, in addition to his role at OmniPerception. He graduated with an honours degree in law from University College, London and has since been elected a Fellow of his College. He was granted a Peerage in 2006 and takes an active part in the work of the House of Lords as a Cross-Bencher. He is a member of the House of Lords Select Sub-Committee on Home Affairs.

David McIntosh

With a strong background in senior management in both the public and private sectors, David McIntosh has specialised over the last ten years in the development and supply of technology and products to the global image communications industries. He has a successful track record in fruitful partnership development and rapid business growth. He is also Deputy-Chairman of the Intellect Association for Biometrics and a member of the Board of the Security Innovation and Technology Consortium (SITC).

 

Professor Josef Kittler FREng

Chairman of Advisory Board

Well known for his expertise in pattern recognition, computer vision and image analysis, Professor Kittler is the author of more than 500 scientific and technical publications. Highly experienced in the management of complex scientific projects, he is the recipient of many awards for innovative research and has been retained as an expert consultant by a number of companies and organisations operating in his field of interest.

 

Charles Galambos PhD

Technical Director

Dr Galambos is an acknowledged expert in the design and development of pattern recognition and image analysis software - including the building of a massively powerful library of software in this field. His expertise includes the leadership of large-scale software projects and experience of a wide range of computer hardware architecture and platforms, from embedded micro-controllers to large multi-processor supercomputers.

 

Kieron Messer PhD

Research Director

Widely acknowledged for his expertise in image and video application software development and technical project management, Dr Messer has extensive experience in the design and delivery of scientific experiments and practical system integration in this field. In addition to his fundamental research into pattern recognition, Dr Messer also co-ordinates the company’s system development work with commercial partners.
